Sheev Palpatine, Naboo's representative, very likely also identifies as Queen Amidala, which means this title was most definitely passed onto his children and therefore his grand-daughter, Rey. Rey is not a Palpatine, but in fact Queen Amidala. But Padme Amidala also identifies as Queen Amidala. So, when she marries Anakin, he is also grafted into the family; Anakin is not a Skywalker any more, but is now Queen Amidala, too. This title will also pass onto Padme's children.
