Of course they absolutely do NOT believe information should be free. They identified themselves as an international group concerned about individual PRIVACY and want intelligent ppl good at breaking codes presumably who will be good at creating secure codes. Theyre in the SECURITY business (whether biz or gov). The question weeds out those who say yes. See they knew to ask because 1. they know ppl playing the game, the ones with the skills they want, have been sharing info.2. So after passing the intellectual/skill test, now you have to pass the values alignment test too. So they need to weed those ppl out, those ppl would likely NOT agree with whatever is Cicada does...maybe it has to do with the protection of intellectual property.
