Most companies are doing it because of the growing international fans but they don't have to. Korean fans come first as they're a Korean girl group based in Korea. You can tell from past videos, that the girls themselves write some of the captions, usually the stuff in () to add more context to some of the stuff said in the videos. So I think the staff that add the CC's for other languages are waiting on the girls to add what they want to add, before they upload the CC's for us who don't speak Korean.
