I suppose the cartoon chose to make Spirit the rival to Storm Shadow (instead of Snake Eyes, like in the comics) because (A) they writers for the cartoon always seemed to have trouble with how to portray Snake Eyes since he doesn’t speak, and (B) both Spirit and Storm Shadow can be considered somewhat quasi-mystical warriors representing their respective nations or cultures.

Also Spirit and Storm Shadow were new toys when this premiered, and they probably wanted to push them first.
