I'm a little confused why the A1A1 is 9.0 while the TAM is 8.7, one of those is certainly wrong.

9.0 has a much more forgiving matchmaker. 9.3 usually gets sucked into 10.3 uptiers because of the abundance of 10.3 premiums nowadays. Apart from the 10.0 USSR/RUS lineup, there aren’t as many premium players to face in the 9.0 matchmaker. You also don’t have to face regular vehicles like Abrams or Leo 2A4.

The Leopard 1A1 and TAM are extremely solid vehicles for 9.0-8.7. Gepard still provides a decent AA and shreds any light armor. Germany has one of the strongest 9.3 lineups you can imagine. Leopard 1A5 is baller for 9.3 with everything the 1A1 is but with thermals, LRF, and DM33. KPz-70 is situationally terrifying because of the speed, handling, and reload rate. Begleitpanzer 57 in the right hands is the shit nightmares are made of It's great at 9.3 and ok at worst for 9.0. Bad? Hell naw
