The mortal level doesn't only rank universes by how strong the people in them are (that does contribute to the rating a little bit though), but it mostly ranks them by how many civilized planets with living beings they have, and Universe 7 is so bad because Supreme Kai isn't making enough planets and Beerus is sleeping and not doing his job and when he's not sleeping, he's destroying which ever planet doesn't have good food for him instead of the planets that need to be destroyed because of a war or something like that. Also Frieza destroyed a couple hundred planets if not more, and he's not even a Destroyer, so that also lowered Universe 7's mortal level by a lot.

They create planets and stuff and they watch over the universe or as I think as there are other kais which watch over each quadrant of the universe which Houses boundless galaxies but the insane thing is that there is only 28 planets with life in the universe which is absurd when you have countless galaxies and nebula and planets so what were toei cooking, they did not cook, it makes the universe look small

People usually get confused about this. Mortal level isn,t strength. It's the quality of the mortals in the universe. That means everything is taken into account, strenght, morality, technology etc. Universe 7 is low because of Beerus' poor management.

A lot of ppl kept completely forgetting that Gohan kept training off screen this whole series after Beerus and Golden Frieza came . Also when Grand Priest was talking about the mortal lvl of each universe, it wasnt about how strong each universe is, but how many mortals reside inside those Universes . In Goku nem case, they've been going through a lot of stuff where their mortals in their universe were killed like a mf by beings like Frieza and Buu over years of them being alive . Universe 7 mortal rank is low due to them not having a lot of mortals in their universe compared to other ones . Also this episode showed that Goku basically saved all the universes that were going to be erased already . They got a chance to save themselves now instead of just getting erased without them knowing .

About the Gohan training thing. People forget that Gohan isn't the best at solo training. It's why although he did get stronger throughout Super he didn't match or overtake Goku and Vegeta strength wise. That's especially obvious when you compare Cell Saga Gohan to Future Gohan. Cell Saga Gohan after just under 1 year of constant training with Goku was able to become the strongest on Earth. But Future Gohan after a Decade of solo training still couldn't beat the androids. Gohan just doesn't have the same wisdom and ingenuity that Goku and Vegeta have when it comes to training. I realized this when Trunks became utterly baffled from Vegeta's claim of "If Super Saiyan isn't enough, I'll just go beyond it!". This meant that during all the time Future Gohan and Trunks trained not once had either of them even conceived the idea that it was possible to go beyond. To them there were "limits", but for Goku and Vegeta, "there are no limits"

5:11 Majin Buu is not immortal in the sense that he cannot die, but it is very difficult to kill him. That's proven by all the effort that went into his saga in Dragon Ball Z. Buu can not die due to old age since Kid Buu existed for millions of years, and also Buu has regeneration that not even the sacrifice of Majin Vegeta could kill him, when Kid Buu destroyed the Earth he regenerate again in the vacuum of space, so he can survive the destruction of planets and also in space. And if that wasn't enough, Buu has the ability to heal and magic, he can turn anything or any being into anything he wants (specifically candy), Super Buu could cross dimensions just by screaming, this demonstrated when he was trapped in the time chamber with Piccolo and Gotenks, and he screamed and opened a portal to the outside of the chamber. Majin Buu is too broken in terms of abilities, that's why they make that excuse that he always falls asleep.

And a minor but no less important detail, Majin Buu can absorb other beings and copy their abilities and personal characteristics. When Super Buu absorbed Gotenks and Piccolo, he obtained Piccolo's wisdom and techniques. He also gained Gotenks' confident personality as well as his fusion abilities. When he absorbed Mystic Gohan, he became the most powerful being in the universe until Vegito appeared. Then Majin Buu can absorb any warrior from the Tournament of Power and have his abilities and power level.

Strength isn't the only thing that gets evaluated. Mortal levels are also ranked by the universe's quantity and quality of life. The mortals' development of their society, co-existence with others, and overall just being a good person along with the majority of planets living as such. Universe 7 is deficient not because they have weak mortals but because there's a lot of death, destruction, and injustices caused by the villains in their universe. It also doesn't help that humans in Dragon Ball act more or less like us, which is to say their society needs improvement.

"Mortal Level" isn't about strength or power level, it's about the development and rate at which their universes advance. Kai should be making more planets and Beerus should be destroying the civilizations that don't progress. It's kinda like trying to grow a bunch of plots of land, you would get rid of the ones that arent growing at a good rate, and plant some that may grow under the right conditions. Main problem is Kai wants them to develop by themselves and let them be, and Beerus slacks on destroying.
