Chloe was most likely destined to die. She was already killed 3-4 times in the span of 5 days and probably would've died later anyway. I still would choose Chloe over Bay because Chloe deserved a 2nd chance, and if she died, she would've died without knowing Max came back. She had nobody and nothing, and didn't even have Rachel.

This game. This game has caused me to break down crying way too many times, now, if I include all of the fantastic Pricefield videos out there. I can't think of any other game that has actually caused physical tears; and this one has done it 3 times during my first playthrough (Failing to save Kate, Chloe begging you to kill her in the alternate timeline, and the entire ending sequence - even though I saved Chloe) I tried doing a second playthrough, but got to the part where Chloe and Max are in the truck together for the first time, and I noticed there was graffiti behind Chloe's seat that said 'You are going to die' and I broke down again. Couldn't bring myself to continue. I have even teared up just by listening to the soundtrack. Seriously, what is it with this game? :'( Fantastic video, btw. Really hit me right in the feels.

I am so sad that Chloe had to die I just wish I could have done something more than telling Max what to do I wish I was there in person to stop the pain and suffering of all those people but I couldn't save everyone and the lesson that this game has taught me is that you can make everyone happy the decisions you make always have consequences but you can make the world a better place you just have to put the effort and it also has taught me that you can't change everything you just need to sometimes accept the decisions you've made and accept the death sorry if this has made you depressed reading this and if you are still reading this I am quite shocked and I'm proud of you I hope you have a good day anyway sorry if this is depressing and I hope you have a good day :-)
