I saw a large grebe like bird off shore in North van yesterday. Is this a rare occurrence?

Western Grebe is possible but not super common. Most of the grebes we have here are smaller than that. Other possibilities for a "large grebe like bird" to consider would be some kind of cormorant or some kind of loon. Hope this helps.
