I’m not 100%, but it seems as though you put the rubber spacers for the bracelet where you want the charm to be and I think you put the charm over them to hold them in place and hide the rubber spacers. Not positive. I use to work in a jewelry store that sold charm bracelets (Pandora) and the charms had rubber grips inside to prevent sliding and keep them in place for design. They look small enough for the charms.
