bit late but the repeatable mission is 'rigged to blow' because it's the only time you can explore portland without gangs attacking you instantly.

did you try getting another boat and pushing his out of the way so he's trapped on the dock? and the water bit me so hard it broke bone. :(....

Bjasper Didn't try that, but I think the best way would be to simply snipe him.
