Moreau isn't actually a fisherman, but his mutated form did eat a fisherman. His clinic just happens to be in the reservoir you fight him in. Of course, like Heisenberg, Donna, and Lady Dimitrescu, he's a host of a Cadou, a parasite connected to the Mold in 7, which both originate from a fungal creature Mother Miranda discovered in a cave. Moreau is a scientist who became super-mutated by the Cadou, hence why he looks so awful, and it might be the reason why he's so... feeble-minded. Perhaps he already was that way, but his experiments created the Varcolac Alfa, the freakish, animalistic Lycan beast you fight before getting to the reservoir. Fun fact: Varcolac Alfa means Alpha Werewolf in Romanian.
