I recently found out that equipping Joker's Surprise! ability makes the ability less chaotic. The teeth are replaced with a box that will explode, another box that drop caltrops, a sliding version of the exploding penguin, and a version of the unblockable bomb. The penguin and bomb lose the properties that let them move after reaching the position you aimed for, so moves ends up becoming more consistent.

In case anyone is wondering, the random items appear to be as follows: A windup penguin toy that is rigged to explode, like the “time for the penguin on top of your television set to explode” moment in Monty Python. A cluster of brightly colored caltrops A cartoonishly exaggerated bomb with a skull icon like you would see in a Tex Avery animation

Yeah, Joker is one of those characters I just never really got a handle on, so with the AI cheating and my sucking there were bad games had. To top it off, his legendary makes one of his best tools into a random bunch of nonsense.
