It's not set in the 90s. They just didn't pay attention (as is usual with AH). The prologue if this game is 20 years ago (about his training), but this mission is in the present day and definitly not 47's first mission. In the cutscene before the mission they even mentioned that he became a top assassin and showed a couple of his kills...

In regards to the second floor being the third floor, isn't it common in Europe for floors to be labeled ground floor, 1st floor, 2nd floor? If so than that means that she actually was on the second floor, it would just be called the third floor by us. Makes sense as they are in Paris, also Gavin should've known this as they use this labeling in England too.
