Ryze does scale with mana so the first item isn't troll. lethal tempo is basically the best cheese rune so that is alright. Every thing past muramana is 100% meme build tho.

i mean, the items that dont work well on other champs are bruiser, tank and mage items. All champs can auto attack so you can build AS and crit items on everyone and it will work as long as you can dodge skills and kite. And Ryze has a point and click root

This was actually a fantastic build back before they removed the ability to buy multiple tear items. Take Manamune first, and then buy another tear to start stacking Archangels (+ROA since it existed back then). 2% of your mana applied per hit when you're rocking 5k mana starts to hurt.
