I think you can legally bill the ignorance and molesting going on by telling them they are engaging in illegal activity by stopping you and constantly approaching and talking to you. Tell them you are billing them and ask if they understand what they are doing. Once you get their admission and consent on camera you should have a good collection process for services rendered under duress without your consent or request.
