They actually said the reason for the shitty rocket launchers earlier in the video. Since the famine skull is on the rocket launchers that would normally have 999 rockets have something like 500 rockets instead. Once someone picks one up and walks over another another one most of the ammo from the second gets taken by the first, cause that’s how ammo works in halo. The question becomes “why didn’t the weapon disappear like normal then. ?” The answer is the rocket launcher didn’t grab all of it, it didn’t have space for all 500 because the ammo counter caps at 999 not 1000, leaving the shitty launcher with a single rocket.

The rockets were always poorly spaced. To have everyone get a full capacity rocket, you have to pick them up one at a time from the side, otherwise its so easy to pick up the ammo from the rocket beside.

Here's how everyone gets a Rocket Launcher: One person at a time goes to the side of them (next to, not behind them) and hold the pick up button while slowly getting closer until they pick it up, then immediately back away. So you're within range of picking up one launcher, without being in range of picking a second one. Standing on top of them is too close to the others so you need to be perfectly in the middle, but we all know they don't have the patience and they went "it's close enough to the center and should be far away" when they weren't.
