so interesting bit, Michel was right it doesn't apply. criminals like in this case are a internal conflict not a international one, Geneva convention is specifically for international and war. things like law enforcement and gangs are not affected by it. the laws that regulate internal conflicts fall under different names, and some things that are banned by the Geneva convention aren't banned for local use and vice versa. like hallow point rounds, banned for war by Geneva convention, but police use them in the US do to much lower chance of ricochet shots which are a added risk to civilians. tear gas actually also would be banned, while non lethal it does make you cough which qualifies it as impeding breathing and lists it as banned by Geneva convention, though just barley and only by technicality.
