No, the game was not in-fact made before Super Mario Maker. If we take a look at the App Developer's LinkedIn Pulse article, we can clearly see that the game started being developed at Early 2016 and entered Beta mid-2016. The game also released in 2017 according to the Google Play and the App Store. Super Mario Maker was released late 2015. Your brother also wouldn't have played and made Insane-boss because the game wouldn't have existed before. Sorry, your Mario Maker inspired game is in-fact Mario Maker inspired

I recommend playing "Ultimate Level Builder" it is the best mario maker clone ever made. Its main character is a robot named Carbo, It has bosses, Gimmicks, Worlds and Etc. Also its free on the App Store!
