I don't disagree with your points. An interesting approach could be to cap all sync'd ability potencies at what the highest potency action is for that level and remove all non-ability related traits while sync'd below their levels. This would still result in a slight power boost for using your higher rotation as you'll have more actions consecutively at the highest potency available for that level, but the difference won't be egregious. For healing, extra restorative oGCD actions could have a penalty of 25% to offset having more to spam.

I have been SCREAMING this for YEARS! I’m fine with stat scaling upon sync, BUT let me keep my rotation robust! As DRG main it’s PAINFUL when I get a lower level dungeon (especially since they now took away spineshatter dive)!

as someone who rarely does savages but semi frequently does roulettes: I have a bunch of high level abilities that I never get ot see or use. I am oftne stuck with a terrible, weak, slow, low level rotation and get new toys that I can barely use

Honestly, I will fight against only one thing from this video... TBN is paired far too well with the 60-70 DRK quest to be gotten outside of progressing that quest... I would rather dark mind get buffed, or oblation get buffed and given earlier without any charges and then upgraded to charges... or dark mind and oblation gets merged. And/or uncouple abyssal drain from Carve and spit again and make it a shorter cooldown with a stronger heal (and maybe gives some mp too, like Carve and Spit, to make up for the lost blood weapon stacks.) There's plenty you could do for DRK to improve how they play and help their self-sustain but messing with when you get TBN is I think not one of them. On that note, I would make current pre-96 delirium use some old, currently removed DRK animations like Power Slash and Scourge or somesuch as a follow-up to the first bloodspiller under delirium for some flavour and fanservice, make it less like WAR's inner release. Edit: Also, removing level syncing of abilities alone doesn't solve the problem of the actual leveling experience for new players. Abilities should be reshuffled to a limited extent. No reason for doom spike to be level 40.

Level sync taking away skills is necessary even with stats and gear sync. If you sync skill potencies to about the same dps range as those at the designated level range, each skills have to be nerfed to oblivion and the high level player has to perform optimally with the more complicated kit just for the same output. Leave those skill potencies unchanged, and everything melts in seconds in low level dungeons because high level players have like 13 more ogcds to weave. To keep things interesting for low level players in low level dungeons, both stats and skills need to be synced so they could have just the right blend of fun and difficulty. That surely doesn’t sound fun to high level players, which is why they are awarded with extra tomestones for doing chores. There is nothing wrong with level sync, what’s wrong is how they structure and balance skills in each level range.

The thing is, WoW literally already fixed this issue for the most part. Having the dungeon scale to the individual lets you keep your cool new things while not letting you blow stuff up too easily, granted the lower levels tend to end up doing WAY more damage due to this which would need to be addressed, and would be great to have when leveling or revisiting older content. Hell I don't think most classes are really made to be anything less than what they start at nowadays anyways. Getting extra tomestones is nice I guess, but it's not as if they're hard to come by in the first place, so it's not that special of an incentive.
