you should have higher chances to unlock the hc skin when there are less randomness to go through with the drops, such as if you have all brawlers unlocked of all rarities you have slightly higher chances of obtaining other rewards as there's less things in the way of actually getting the hc skin. I asked Dani about this when I was filming. He said it should not matter. The drop chance is for the skin itself. It's not a 0.11% chance and if you hit that then anything in that pool could drop. It determines your drop individually.
