Could be. It would be an extremely random pick otherwise. Maybe part 3 we'll get Ultra SSJ4 Gogeta? He fought Omega Shenron, we usually get an Ultra for the final part, and we already have ultra Buu Saga Vegito, Vegito Blue, Z Movie Gogeta and Gogeta Blue, so he's really the only major version of the two from the anime we're still missing.
