It takes a lot of maturity to include a reform committee. There's so much value in people being able to learn from their mistakes, and go from toxic to positive contributors, especially young people. The alternative unfortunately leads to repeated negative behavior in other communities. Simply booting everyone out immediately is fair and understandable, but is a missed opportunity. This also allows more regular use of bans.
