Does the Bluetooth controller continually draw on the battery (even when the lights are off). Should a toggle switch/kill switch be added?

No, it should not but a toggle switch wouldn't hurt.

My app is very laggy and won't select anything but pulsating rainbow. Is there a remote available for this kit or a different app rather than happy lighting?

We do not offer a remove. I would recommend closing the app and restarting it to see if that helps. If not, try reinstalling it. Restarting the phone may also help too (turn off and back on). We rarely see problems with the app. Generally it is with the phone.
