These options are pretty much obsolete now, this was March 2021, the documentation by Microsoft is updated regularly and is the best source for up to date information.

The per user plan/per app/per flow plan are all Premium licensing options. The O365 licenses with PowerAutomate/PowerApps come with just standard Flow and PowerApps connectors. I was considering O365 E3 because I want the desktop versions of Office and PowerApps and SharePoint. That tier is currently $23 per month. When you looked at the licenses, was that the best choice? or do I need a premium account. I'm wanting to create canvas/model-driven and portals. I'd also like to be able to connect to SQL server. **Now the really difficult question: I have an outlook email from college, I have another Microsoft acct through github which I use a VM for development... then I recently created an account for making powerapps which I think is just a trial. I am not sure if I can merge these accounts somehow or if you know of a link to close at least the account I made for powerapps... sorry for asking so much. But I really appreciate all the information you can share. Thank you!

Hi Bryan, There is are 2 different office 365 developer tenants, an e5 free for 90s days, then there is an e3 that cost 99$ a year, currently. Model and Portals are both premium Power App subscriptions and require more cost per user and developer that use them. SQL is also a premium connector and will require more costs. I currently use the e3 developer license for 99$ and do not do model drive/portals, because the company I work for has more than 10,000 users and the cost is not something we can consume. My Company has a mix of e5/e3/e1 subscriptions and I have my own personal tenant under a developer license, which gives me a ton! But for day 1, try the e5 free developer subscription: developer.microsoft.com/en-us/microsoft-365/dev-program

I have no clue about combining accounts, I don't think this is something Microsoft would do, but you will have to put in a ticket and talk to them directly about it.

0 premium per user licenses, but that doesn't mean you can't use Power Automate.
