Can an eyelid retraction cause a mild contralateral ptosis by decreased firing from the common LP nucleus due to Hering's law of equal innervation?

Can Collier's sign be subtle and be missed? For instance, could it be inconspicuous in the primary position, but then be more evident with attempted upgaze? Thank you.
