Probably mostly done with Audacity equalizer shenanigans. There's a preset to make the audio sound like an AM radio, for example. You'd just need to tweak the settings until it gets the way you want it to sound... I did a similar thing to make my commentary sound like an air traffic controller headset for my SimCopter playthrough a while back.
