Not sure what I'm doing wrong, but when I get his stagger meter filled he doesn't stagger. I've tried combo attacks and the charged attack and he doesn't collapse. In both phases. Same deal.

You have to fully charge your heavy attacks, maybe you didn't?

Before you go in for the combo hit (indicated by the red circle on the ground and three red stripes) you have to stagger him with a heavy charged attack while he has the white bar. Not easy with this boss and a slow weapon.

No matter what I do they will not let me critical hit him after I have him down and staggered. I've never had an issue critical hitting an enemy that's staggered but him it will not let me almost like there's a glitch.

You can pick up a whistle in the boss area, then go back to one of the lit windows where the guy is coughing before the boss and blow the whistle then you can give him the puppet.

He showed the equip and level so... even if you dont have the stats this boss is really doable due to the easy moveset (especially compared to later bosses). I also disagree on the take about bad design. This boss looks unique in my oppinion!
