Well both are good. Tution fee is very high in SIBM and SCMHRD ; in TISS best part is u get to do 4 internships.(FPO and summer internship). So TISS stands apart but remember it is not good to rely on TISS(67% Reserved and u never know whether u will make it or not. ). It all boils down to ur skills, if u did certifications then boss ur good to go, u will achieve great placement
