Hi I appreciate your concern and I have tried to do so but the owner isn’t ready to take any modification of the apartment. At first he was reluctant to even allow our pet but we somehow managed to consolidate for that.

You can just look for alternatives instead of whole renovation of the balcony with today's world you can easily find it online they can be easily removed too in case of moving out. Just my advice I would love to see snowball hanging out safely on the balcony next time.
