LIFE IN FUKUOKA | Hyōhō Niten Ichi-ryū Miyamoto Musashi & Sasaki Kojiro Matsuri

Every year in the Kokurakita Ward of Kitakyushu city, Fukuoka, Japan, usually on the second week of April a festival occurs that honors a duel that took place just over 400 years ago, and lives of samurai legends Miyamoto Musashi and Sasaki Kojiro. In this video you will see various demonstrations of Miyamoto Musashi's self-created combat style.
This is the first video of three I've recorded just over a year prior to this upload.

Is this system of sword fighting based on Musashi's system as explained in the Book of Five Rings?

I believe so. His system, as explained in the Book of Five Rings, can also be applied to not only his style but in all areas of life. I found his book/methods/mindset very useful in Karate. Same principles.

Well they have they same name, so I'm wondering why they don't use two swords, one in each hand.

Performers are not from Hyoho Niten Ichi Ryu (I'm one of them so i know). Then, Musashi's school is not all about 2 swords style. To learn properly how to use sword there are 12 long sword's kata, 7 short sword's kata, 5 2 swords' kata and some bô's kata
