Panta actually means old , fermanted and yes bhat is rice The farmers used to eat this cause it is actually very cool and it helps them as they worked in the hot summer in the field. The ladies of houses used to keep the previous night's rice in a pot and used to eat the morning. But it works best as also a probiotic .
