You can buy quilts and duvets that have ties on each corner. Then the cover with the strings in each side are used so you can then tie the cover to the corners of the duvet to keep it straight x

I think the ties are for securing your ends of duvet to the cover if comparable to duvet to stop sliding around maybe x

The ties on the corners of duvet cover are to tie to each corner of the actual quilt to stop it sliding around inside the duvet cover....x

you use the ties to tie your duvet inner to the inside of the duvet cover so it doesn't all bunch up in 1 spot.
