China's steel capacity is 10 times that of India. The first heavy industry for any major country that achieved development was to have a mega steel company that propelled the economy through infrastructure. US steel, Nippon steel, POSCO - you name it. Without steel there is no infrastructure, without infrastructure there is no manufacturing. So that is the difference between steel and other metals.

It may not be super important but steel garners enough importance to be monitored under its own ministry. Why not aluminium? Carbon Fibre? Gold? They are commodities. Steel is the backbone of any developing nation. Especially Mild Steel is what you use to make any and everything.
