Well... You may think like that since there is no official proof of it, but people say that it's better to look at Ishin as a theatrical play. Like it makes a lot more sense. I like to imagine that these are just dreams that come to Kiryu after certain points in his life... Just to haunt him again... Kiryu can't get any type of break😭

Think of it as a period drama/movie or reimagining of it, eg. Romance of the Three Kingdom, Rurouni Kenshin, Gintama, Sengoku Basara, Braveheart, Tombstone etc but with Yakuza Character as the cast.

No, the Yakuza character models are just used to represent RGG Studio's versions of real-life/historical characters for this game, and the story they made up for it. As the top comment says, one way to look at this game is as a theatrical play of sorts.
