How do you get clear water from the beginning?

Pick the 500 Starlight starter buff then select any Gifts from the Poise category and Clear Water will be guaranteed. Although nowadays it's a 50/50 chance between it and Ragged Bamboo Hat since that's also a tier 4 Poise Gifts but it'll be guaranteed once again when the Blade Lineage event ends.
