I posted this on a City of Midland Facebook page and they said they are going to fix it. MONDAY! Wow, now that's taking action!

Hi Todd - Thanks again for bringing this to our attention! As these bushes are located on private property, we've sent a notice to the property owner to get them cleaned up. They'll have some time to comply per our policies, but it should (hopefully) be rectified soon!
