There is of course. The regulations are different. And the numbers. If I take official statistics for Moscow, it will be around 20 cases per 100000 (if I didn't make mistakes in my calculations). Many people have antibodies by now (after overcoming the virus) and many are vaccinated. Not that it absolutely protects everybody, but at least decreases the fear and reduces some risks, I guess.

AFAIK tons of people in russia got covid already so they rely more on antibodies than say, in USA
