Yeah, you're right he does have the ocarina, but realistically, the ability to reset is based on they're soul, so Realistically Chara would have the ability, regardless of what universe they're in, because it's connected to them, that's like if goku was inIn one peice, he shouldn't be able to use ki, or if naruto was in one punch man, he's not able chakra, just because they're in a different verse, doesn't mean they won't have their own powers.
