I hv an experience at eastham atm, i too complained at police station although i was alone at the time of incident and the theives were two who ran away from the spot before even i could realise what happened. They took my travel card from atm and withdrew almost 1500 from different other ATMs in 15 mins. But no use ultimately n this happened almost 11 years ago..it's a very normalised stuff in London from years... Appreciate your braveness

I am not sure why you mentioned British police won't arrest local people. In my experience, whether you are white/brown/black - if you commit crime, you will be arrested. This is a country where law treats every race equally. In my opinion, racism is worse in India than in the UK. In India, rich people get away with all kind of crimes. (a malayalee living and working in the public sector for 20 years )
