You could just use chrome remote desktop. It launches with the computer before you log in, all you have to do is send the packets to wake up the PC, then start remote desktop, no need to be logged into the PC itself or anything. I use it quite often and it's great.

IPMI Protocol should never be broadcasted publicly over the internet to be accessed remotely. The only way this should be done is through a hardware VPN gateway to prevent the external access and exploitation of your hardware from malicious individuals. DO NOT PORT FORWARD FOR PROTOCOLS SUCH AS IPMI. The technology used in IPMI is outdated and easily brute-forced by null packets to gain root access to the base hardware of servers. IPMI can be helpful, but I have also seen people openly declare it as a "leech" on their otherwise perfect server motherboard. Search "IPMI insecure" for more information on all of this jazz. Most if it is pretty eye opening.

Just to add on: On HP servers the IPMI is called iLO (Integrated Lights-Out) and on dell servers it's called iDRAC (Integrated Dell Remote Access Controller). It sure has saved my ass couple of times when servers in our colo crashed. Do remember that these usually come with huge security leaks and shouldn't really be used in production.
