The Sherif's Castle does'nt seem to have a mercenary Outpost to recruit Arabic units, might explain him being passive. Its probably located at the top right corner where the water landmark is.

It looked like the swordsmen at 12:10 were running to the top of the map in order to destroy Lionharts stone mines. Also, I wonder if Abbot and Sheriff didn't have enough space for their castle and perhaps ran out of villagers due to lack of housing. That could also explain why the both, but especially Sheriff didn't ever really attack and amassed so much gold.
