Liquibase Pro 4.27.0: Database ChangeLog History Table

if I upgrade Liquibase be 4.27.0 what happen on DBCLH because my previous version have no that table. Is it possible to retroact activities history?

You must enable the table to start tracking database changes. The DBCLH table doesn't retroactively capture database changes that occur before it was enabled or if it is temporarily disabled.
