Applying cheap liner in lower lash line isn't a good idea. It'll definately smudge after sometime. and it is not waterproof.

All this steps isn't required if you use gel eyeliner..you can use it both upper n lower lashline n water line with help of a brush. That is much more easier n you don't have to buy kajal r liner separately. So its cost effective aswel.
