Accountability! The municipalities need to return the money they received. It's not good enough to always bear the brunt of this massive financial 'mismanagement' while guilty parties are not held accountable to find that 'missing' money. Liquidating just gets all guilty, self enriching parties off the hook. Not acceptable.

I support this idea, but it is not enough. All Executives of the Metros and Municipalities must be held accountable for the theft of the money communities have paid to the municipality. The executives made the decision not to pay Eskom & the waterboards and rather pay themselves performance bonuses and huge salaries and perks. Confiscate their property to redeem the money. Time to set an example. Be better if residents could pay their accounts directly to the service providers and not the corrupt municipalities.

Exactly. Except Eskom direct customers are now being ripped off by Eskom directly and billed at a FAR higher rate than they charge municipalities. Since municipalities are heavily in arrears and owe Eskom billions, it's the Eskom direct customers who are keeping the lights on and this is the thank's they get: Just being fleeced more to compensate for an unaccountable system of middlemen who all take a cut to compensate for dire inefficiencies and downright criminality within municipal structures. If this skimming and squeezing blood out of those who conduct their affairs with integrity is not adressed the only way out will be to force this embattled consumer grouping to go completely self sufficient sooner than later to circumvent a system that will ultimately implode on itself being no longer fit for purpose.

I’ve wondered how the cANCer thinks about the finances of cities and municipalities and the impending financial disaster they (we all) face, seemingly ignoring this situation, like a ostrich with its head under the sand, while forcing the health plan with a budget of how many billions, ahead. In my opinion, just to claim ownership of giving this to possible supporters, with no consideration for our overall sustainability.

Sadly, government employees in the municipalities are political appointments. It's a good idea, but performance has hardly been an important criteria in cadre deployment, which won't stop. It's the shadow of 'ubuntu', or the African way of sharing wealth. The concept of running and maintaining a city state based on meritocracy may seem like common sense, but it's not culturally compatible.

Now Eskom is also ABUSING direct AND pre paid customers to compensate for not bothering to terminate the vast problem of illegal connections AND ensuring municipalities pay over the collected revenue for services rendered PROMPTLY and service their dire and ballooning payment arrears: NOT ROCKET SCIENCE :JUST EFFECIENT BOOKKEEPING PRACTICE .
