You dont need the offer letter while applying for the scholarship but you need to put the university name. Also you need offer letter from the UK University for sure. All the best

It could depend on the course also, may be the course students looking requires IELTS. The university mentioned in the video mostly don't demand IELTS for most of the course

I just checked the website for that. because I too do not have HAT score. HAT test was just recently announced and you can apply without this. But make sure you apply for the hat test
