If you have suspicions that someone on a watch list is going to commit an attack then law enforcement can act. A watch list is a warning of potential threats. You can be put on a watch list for watching extremist material and interacting with extremist material but that's not enough to convict someone.

£50K (prison) per year x 60 years = 3M. How many nurses or teachers would that secure? I believe Rwanda was a Belgium colony, why is the family here? Tax payers are now having to fund a safe house and of course we can not allow vigilantes to harm them. But these politicians spend tax payers money freely, because its not their money. Wishing peace and healing for everyone hurt by this unbelievable atrocity. I hope they are able to somehow begin to heal. The thing should be kept isolated for the entire sentence. It is a danger to corrections staff and other prisoners.
