Why is it 2/4 and notes in the left hand on 2 line are grouped in thirds?

Perhaps the triplets are implied? It might just be a typesetting error Edit: As I've now learned, this wasn't exactly right. The triplets are sort of implied, but only because the first one is specifically stated. It's convention, and is definitely not an error. Thank you all for pointing it out!

Because each of the triplets resembles a quaver. Two quavers equal a crotchet (fourth). Hope I helped you. :)

They are indeed triplets. Modern typesetting practice require the triplet makings to last at least a measure, but in these times it was not the case - only one triplet making is present, which looks like a fingering.
