Do the leds perhaps have built in control chips/resistors like in led strips? Just a thought! Welcome back btw!

Maybe they do.... I should have measured the current through the chips. I find it interesting that the PSU voltage drops from 21V to 16 under load.

@@MartynDavies It sounds like an unregulated supply. I suppose you could run it from your own power supply and see if lowering the voltage dimmed the leds which would let you know if they had a driver chip built in!
