India has played many semi final and final in ICC tournaments whereas Pak has played very few like 1-2 .This itself proves that Pak is minnows level cricket team . So obivously India doesn't fear any loss at any country . The Reason of India Backing out is very Simple. Our (India) Soldiers and players life and are much important than any sports and we will not travel to a country where they praised and rise Terrorist . Just few days there was a terror attack in Pak . There is no guarantee that India player will not face any harm in that Nation
