How can you compare statistics of reported cases of rape to conclude that "crime against women have not gone down"? it is possible that women of today are much more likely to report cases of rape but weren't in 2012 due to other things like societal backlash. So it's possible that in 2012, reported cases only made up 10% of total rape in the country whereas in 2023 it makes up 100%. This is not a good argument to advocate against stricter laws.
